Role Overview
The Operations Manager is responsible for the day-to-day management of a busy micromobility operation, covering public for hire pedal bikes, e-bikes, and e-scooters. This role ensures the safe, efficient, and compliant running of the depot while maintaining strong client relationships and delivering consistently high service standards.
The Operations Manager oversees overall operational performance, manages depot staff, and ensures all health & safety requirements are met. Acting as the primary on-site point of contact for the client, the role proactively addresses operational issues, reports on performance, and drives continuous service improvements.
Balancing operational delivery with strong people leadership, the Cycle Hire Operations Manager fosters a positive and accountable team culture while maintaining responsibility for performance targets, safety compliance, fleet availability, and service reliability. This position plays a critical role in ensuring the smooth running of a complex micromobility service and protecting contractual performance across bikes, e-bikes, and e-scooters.
Key Responsibilities
Operational Management
- Oversee the day-to-day running of the cycle hire depot and associated operations
- Ensure safe, efficient, and compliant operational delivery across pedal bikes, e-bikes, and e-scooters
- Monitor and drive operational performance against KPIs and contractual targets
- Proactively identify service gaps and implement corrective actions
- Maintain accurate operational records and performance reporting
Client Relationship Management
- Act as the primary on-site point of contact for the Leeds council for ad-hoc issues
- Respond to client queries and operational requests in a timely and professional manner
- Support client meetings
Workforce Planning & People Leadership
- Line-manage bike mechanic and on street battery swap staff
- Manage rotas and workforce planning to ensure adequate coverage and resource allocation
- Monitor attendance, conduct performance management, and lead development conversations
- Foster a positive, accountable, and high-performing team culture
- Recruit, onboard, and support the development of team members
Fleet & Asset Management
- Ensure vehicles, bikes, e-bikes, e-scooters, and associated assets are serviced, maintained, and available to meet demand
- Monitor fleet readiness and coordinate servicing schedules
- Maintain oversight of depot vehicles and operational equipment
- Ensure asset tracking and compliance requirements are met
Health & Safety Compliance
- Ensure all health & safety policies and procedures are consistently followed
- Maintain a safe, organised, and compliant depot environment
- Oversee accident, incident, and near-miss reporting
- Lead regular safety briefings and ensure staff awareness of H&S protocols
Performance & Continuous Improvement
- Analyse operational data to drive service improvements
- Identify opportunities to increase efficiency and reliability
- Implement process improvements to enhance operational performance
- Maintain accountability for service standards, safety compliance, and contractual obligations
Core Skills & Attributes We Are Looking For
- Management experience in a logistics, retail or transport role (or similar)
- Excellent planning and organisational skills
- Proven ability to manage performance and drive accountability
- Confident communicator, ideally with some client/customer facing experience
- Strong commitment to health & safety compliance
- Results-driven with a focus on continuous improvement
- Leads by example, setting high standards for professionalism, teamwork, and service delivery
- An interest in Bikes/e-bikes/public transport
