What we're looking for

CarbonFarm is building a more sustainable and profitable future for farmers by making climate-smart agriculture economically attractive. We focus on rice, one of the world’s largest sources of agricultural methane emissions and freshwater use.

Using AI and satellite imagery, CarbonFarm monitors farming practices and quantifies emissions remotely, bringing transparency and scientific rigour to rice methane mitigation. By combining carbon finance with satellite-based monitoring, we incentivize farmers to adopt more sustainable practices and enable companies and investors to measure impact reliably at scale.

In Cambodia, CarbonFarm is working with Amru Rice on a methane reduction project focused on improved water management in rice cultivation. The project is also supported through EU SWITCH-Asia funding during its initial implementation phase.

We are looking for a senior Government Engagement Consultant to represent CarbonFarm in Cambodia and support government engagement, and participation in high-level stakeholder relationships.

The consultant will act as a senior in-country representative of CarbonFarm and will work closely with Amru Rice and CarbonFarm's regional and international teams.

Responsibilities

  • Represent CarbonFarm in engagements with the Royal Government of Cambodia, including relevant ministries and agencies such as the Ministry of Environment, Ministry of Agriculture, Forestry and Fisheries, Ministry of Water Resources and Meteorology, and Ministry of Economy and Finance.
  • Support and facilitate the registration, authorization and approval processes required for CarbonFarm and Amru Rice's methane reduction project, including engagement relating to Cambodia's Article 6 framework.
  • Participate in meetings with Amru Rice and government counterparts and provide strategic advice on government relations and project positioning.
  • Attend relevant government, policy, carbon market and agricultural development meetings and events on behalf of CarbonFarm and Amru Rice.
  • Build and maintain relationships with relevant international development partners and institutions active in Cambodia.
  • Provide high-level support for the implementation of the EU SWITCH-Asia-funded project, including helping address institutional, stakeholder or government-related issues and implementation roadblocks.
  • Support stakeholder consultation and government engagement as the project expands into new provinces.
  • Build and maintain working relationships with the National Authority secretariat and relevant technical departments.
  • Establish and maintain provincial-level relationships in Battambang, Kampong Thom and Siem Reap, including provincial departments of agriculture and environment, as the project expands.
  • Support the organisation and facilitation of visits to Cambodia by CarbonFarm staff, donors, investors and other strategic partners.
  • Serve as a senior source of in-country advice to CarbonFarm on government priorities, policy developments and stakeholder dynamics relevant to carbon markets and agricultural development.
  • Candidate Profile

    The ideal candidate will bring substantial experience working at the intersection of government, agriculture, climate and international development in Cambodia, together with strong relationships across relevant institutions.

    Essential Qualifications

  • More than 15 years of professional experience in agricultural development, climate change, international development, carbon, or related fields in Cambodia.
  • Strong knowledge of the Cambodian government and experience engaging with senior government stakeholders, particularly within the Ministry of Environment and other ministries relevant to agriculture, water resources and climate policy.
  • Thorough understanding of Cambodia's Article 6 framework and project approval processes, including the institutional landscape relevant to carbon project authorization.
  • Demonstrated experience representing organisations in senior-level government and external stakeholder engagements.
  • Strong network across government, development partners and other relevant institutions in Cambodia.
  • Excellent written and spoken Khmer and English, with the ability to engage confidently in both languages at senior and technical levels.
  • Ability to work independently and exercise sound judgement when representing CarbonFarm externally.
  • The successful candidate will also be expected to quickly develop a strong understanding of CarbonFarm's business, technology platforms, digital MRV approach, international carbon markets and methane reduction projects in rice cultivation.

    Preferred Qualifications

    The following would be advantageous:

  • Technical understanding of Alternate Wetting and Drying or other improved water management practices in rice cultivation.
  • Familiarity with remote sensing, digital MRV and technology-enabled agricultural monitoring.
  • Previous experience working with or engaging the European Union in Cambodia.
  • Experience implementing or overseeing EU-funded programmes or grants, including familiarity with EU reporting and stakeholder requirements.
