General Summary

The IT Director, Enterprise Solutions & Applications – Business Operations Lead (BOL) serves as the strategic business operations and execution leader for the ESA IT domain. This role operates as the domain BOL and trusted partner to the ESA VP, enabling transparency, alignment, and disciplined execution across strategy, investment planning, governance, and delivery.

The BOL is a critical enabler of the IT Leadership Team (ITLT) operating model — helping run IT like a business by orchestrating strategy, financial management, portfolio governance, performance metrics, and organizational execution to deliver enterprise outcomes.

This role has broad visibility across ESA and OneIT and partners closely with the Office of the CIO (OCIO), Finance, HR, Risk & Compliance, and peer IT domains.

Key Responsibilities

  • Strategy, Roadmap & VP Support
  • Partner with the ESA VP to shape and operationalize domain strategy, multi‑year roadmaps, and execution priorities.
  • Serve as the primary point of orchestration between ESA leadership, ITLT, and OCIO.
  • Translate strategic direction into actionable plans, milestones, and decision frameworks.
  • IT Financial Management & Transparency
  • Lead ESA financial management across labor and non‑labor spend, including:
  • Annual budgets, forecasts, and multi‑year outlooks
  • Investment trade‑offs and cost optimization opportunities
  • Financial transparency for ITLT and executive stakeholders
  • Partner with IT Finance, VMO, and Procurement to ensure disciplined investment management.
  • Strategic Portfolio, Demand & Governance
  • Own the ESA portfolio and demand governance lifecycle:
    • Intake, prioritization, sequencing, and capacity alignment
    • Business case development and value articulation
    • Alignment to enterprise and OneIT priorities
    • Ensure adherence to OneIT governance models while advocating for ESA needs.
    • Operational Metrics & Executive Communications
    • Define and maintain operational and strategic performance metrics (KPIs, OKRs).
    • Produce executive‑level communications, dashboards, and presentations for:
      • ITLT, CIO staff, and enterprise leadership
      • High‑value initiatives and investment decisions
      • Enable fact‑based decision‑making through clear, concise storytelling.
      • Organizational Change & Talent Enablement
      • Support organizational design, workforce planning, and talent initiatives within ESA.
      • Partner with HR on role clarity, hiring plans, succession, and leadership development.
      • Enable change management for major transformations, operating model shifts, and enterprise programs.
      • Risk, Compliance & Escalation Management
      • Act as the escalation point for ESA on IT risk, compliance, and delivery concerns.
      • Partner with GRC, ISRM, and service owners to ensure issues are surfaced, framed, and resolved appropriately.
      • Maintain executive awareness of material risks and mitigation plans.
      • Advocacy for Strategic Initiatives & Enterprise Programs
      • Serve as ESA’s advocate and integrator for enterprise initiatives (e.g., AI enablement, data transformation, .
      • Drive cross‑domain alignment and execution for CIO‑ and ITLT‑sponsored programs
      • Lead or support special initiatives requiring senior‑level orchestration and visibility.


      Required Qualifications

      • 10+ years of progressively responsible experience in IT leadership, business operations, strategy, or technology management.
      • Proven experience operating in a Chief‑of‑Staff, Business Operations Lead, or equivalent enterprise IT role.
      • Strong background in:



    • IT financial management (budgets, forecasts, business cases)
    • Portfolio, demand, and governance models
    • Executive communications and decision support
    • Demonstrated ability to operate across complex, global IT organizations.
    • Exceptional executive presence, written communication, and stakeholder management skills.


    Preferred Qualifications

    • Experience supporting large‑scale enterprise applications, platforms, or digital transformation organizations.
    • Prior exposure to CIO / ITLT operating models and enterprise governance structures.
    • Background in semiconductors, technology, or highly matrixed global enterprises.
    • MBA or advanced degree preferred (but not required).


    Minimum Qualifications

    • 8+ years of IT-related work experience with a Bachelor's degree.


    OR

    10+ years of IT-related work experience without a Bachelor’s degree.

    • 5+ years of supervisory or leadership experience.
    • 3+ years of work experience in a role requiring interaction with senior leadership (e.g., VP level and above).

    Pay Range And Other Compensation & Benefits

    $186,600.00 - $280,000.00

    The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm.
